The register records published attacks, their dates of publication, and their reactions. It is the only organ. It does not evaluate. It refuses nothing.
Anyone may read it. Anyone may append to it. There is no gatekeeper, no editor, no verification.
A false entry is not removed, because nothing is removed. It is exposed by its own empty reaction field — the one thing no one can forge. A reaction happened in the world and can be pointed to, or it did not. The emptiness convicts.
Admitted / countsAccepted into the Register as Foundationist: a published attack with execution withheld.
VoidThe attack was executed, or the evidence places it outside Foundationism.
UnresolvedThe evidence or execution classification remains contested or incomplete.
Layer System
Turn strata on or off. Every operation remains in the register; visibility is not deletion.
READ PROTOCOL: open an entry; inspect the attack; locate the reaction. Emptiness is not missing data. It is a recorded result.
